Arizona Turf-Removal & Xeriscape Rebates (2026)

Phoenix-metro cities and water providers will pay you to replace thirsty grass with desert landscaping — and when Victor's does your conversion, we handle the rebate paperwork for you. Below, see what each city offers, and why most programs require living desert plants (not synthetic turf).

Rebate Programs by City

Up to $5,000 ($2/sq ft, prior-year rate)

City of Scottsdale Water Conservation

Residential Grass Removal Rebate

  • Must be a Scottsdale Water customer
  • Project must be located within City of Scottsdale limits
  • Pre-inspection by the city required before removal begins (required by ordinance — this is non-negotiable)
  • Notice to Proceed required — do not begin removal without it; work started before NTP is ineligible
  • Minimum 500 square feet of natural grass must be replaced

Up to $3,000 (residential)

City of Peoria

Grass Conversion to Xeriscape Rebate

  • Must be a City of Peoria water utility customer (sewer-only, private water, and combined-meter community water customers are ineligible)
  • Residential: minimum 500 sq ft of grass converted, or the entirety of the remaining grass on the property
  • HOA/multi-family/schools/commercial: minimum 1,000 sq ft of grass converted
  • Existing grass must be routinely irrigated and manicured with at least 50% coverage
  • Minimum 250 sq ft of new xeriscape (desert landscaping)

Living desert landscape only (no artificial turf)

HOA, multi-family, schools & commercial: $1.00/sq ft up to $40,000.

Up to $3,000 ($1/sq ft, existing homes)

City of Glendale Water Services Department

Water Conservation Landscape Rebate Program

  • Property must receive water service from the City of Glendale
  • Account must be in good financial standing (no outstanding debt to the city)
  • Applies to single-family residences, multi-family properties, HOAs, commercial, and school properties
  • Installation must have been completed within 12 months of application (per terms updated 7/1/2024)
  • Xeriscape or artificial grass installed before January 1, 2023 is ineligible

Artificial turf may qualify

Artificial turf qualifies at a lower rate: $0.25/sq ft, up to $250.

City of Surprise

Single-Family Residential Turf Removal Rebate

  • Must be a resident of the City of Surprise, or an EPCOR or El Mirage Water customer located within city limits (expansion effective February 2024)
  • Minimum 500 sq ft of warm-season Bermuda grass removed, OR complete removal if total turf area is under 500 sq ft
  • Submit application for pre-eligibility approval to the Surprise Water Conservation Office before removing any grass
  • Replace with plants from the Arizona Department of Water Resources (ADWR) drought-tolerant plant list — living landscape required; synthetic/artificial turf is not cited as a qualifying replacement anywhere in program materials
  • Deadline-based program — confirm with the Surprise Water Conservation Office that the current cycle is open before starting work.

First-come, first-served until annual funds are depleted.

City of Chandler Water Conservation

Single Family Grass Removal Rebate Program

  • Must be an active Chandler water utility account holder (property owner)
  • Minimum 500 sq ft of established living grass (minimum may be waived at Water Conservation Office discretion if all remaining grass on the property is removed)
  • Areas served by flood irrigation are ineligible
  • New construction and properties already landscaped without grass are ineligible
  • Pre-approval from Water Conservation Team required before grass removal — must receive Notice to Proceed first

First-come, first-served until annual funds are depleted.

City of Chandler

Large Landscape Grass Removal Rebate

  • Applicant must be a Multi-Family, HOA, or Commercial water utility customer with an active Chandler water account — single-family homeowners are NOT eligible for this program (separate Single Family program exists)
  • Minimum 5,000 sq ft of existing live grass removed (minimum waived only if all remaining grass on the property is removed)
  • Replacement landscape must include at least 50% plant canopy coverage at maturity using Phoenix AMA Low-Water-Use/Drought-Tolerant Plant List species (not 'ADWR' list — the correct name is Phoenix AMA)
  • Non-conversion areas of the property must maintain minimum 25% canopy coverage from the approved plant list
  • Property must be fully landscaped prior to conversion — bare soil in conversion areas is not acceptable

Commercial, HOA & multi-family properties.
